Первоначально основные усилия направляли на проведение в жизнь Закона Блэнда-Эллисона [ Bland-Allison Act] (1878), в 1890 в союзе с частью республиканцев [Republicans] добились принятия закона Шермана о закупке серебра [ Sherman Silver Purchase Act]. Последовавшая после финансовой паники 1893 [ bank panic] отмена этого закона привела к расколу Демократической партии и переходу "серебряных" в оппозицию к ее руководству во главе с Г. Кливлендом [ Cleveland, (Stephen) Grover]. В марте 1895 лидеры блока, в том числе У. Дж. Брайан [ Bryan, William Jennings] выступили с обращением, объявив денежный вопрос главным и призвав своих сторонников добиваться контроля над партией.
